It raises the Slash stat of a tempered weapon by around a third and also raies the attack stat bit a little, but lowers the Heavy parameter by half. It has no effect on an armor. Also, stacking Sharp Claws on a weapon doesn't yield added bonuses, so only one should be used when tempering.
