Memory of a Fish is a side quest in Visions of Mana. It is available as soon as reaching Tsaata in chapter 4.

"Liegard has fond childhood memories of eating Iffish fillets caught by his father. However, since the day his father was appointed an alm and left on his pilgrimage, Liegard hasn’t eaten a single bite of one. As age creeps up on him, he finds himself hankering for Iffish fillet again. See if you can find some for him."
