Another fortune-teller can be found in Beiser's Night Market. They hold a slightly modified discourse compared to the previous fortune-tellers by stating pepople's lives are 100 percent destiny and thus their future are already decided, leaving no room from individual hope and freedom. This merchant in disguise can reset characters' Training Points for a price in the HD remake.
